The general management of the scientific and pedagogical activities of the Nukus State Pedagogical Institute is carried out by the Institute’s Council (hereinafter referred to as the Council)  led by the Chairman. The Council consists of the Vice-Rector for Research, the academic Secretary and members of the faculty of the Institute. The powers of the Institute’s Council are defined by the Charter of the NGPI.

The Council performs the following functions:

1) determines the structure of the university, creates and liquidates its scientific and educational structural units (except branches), considers and adopts regulations on structural units in accordance with this charter;

2) makes decisions on all issues related to the organization of the educational process, including extending or shortening the period of study, reviews draft curricula and training programs for specialists of various levels in accordance with the requirements of the state educational standard;

3) determines the change in the start dates of the school year;

4) approves the regulations on the organization of the educational process;

5) decides on the possibility of including deans of faculties, directors of academic lyceums, academic secretary, chairman of the student council in the academic council without electing the staff at the conference;

6) determines the procedure for the establishment of the university’s Board of Trustees and other councils in various fields of activity;

7) adopt regulations on academic councils of faculties, approve their composition;

8) approves the regulations on the procedure for the election of the rector, sets the date of the election and determines the agenda of the conference of the labor collective;

9) approves the regulations on scholarships, establishes the amount of scholarships for students who are citizens of Uzbekistan not lower than the minimum amount established by the state or in accordance with the terms of the students’ contract with enterprises, organizations, institutions;

10) within the framework of the license and taking into account the control figures, sets the volume and structure of admission of students to the first year, the number of students enrolled at the institute;

11) approves the procedure for early termination of the employment contract with the teacher due to his insufficient qualifications;

12) approves the procedure for forming thematic research plans and reporting on their implementation;

13) considers the possibilities of organizing training and retraining in basic and additional vocational education programs that have been applied for licensing;

14) hears the rector’s reports on the results of the university staff’s work for the year and determines the main directions of the institute’s development, as well as the rector’s reports;

15) approves the University’s annual and long-term economic and social development plan;

16) makes decisions on the election of deans of faculties, heads of departments, on the competitive selection of teaching staff, considers the procedure for concluding employment contracts with employees;

17) considers certification issues for submission for awarding academic and honorary titles, for awarding government awards;

18) confers the titles of “senior lecturer”, “associate professor”, “Professor of the Nukus State Pedagogical Institute”;

19) makes decisions on admission to doctoral studies, the attachment of applicants, referral to a scientific internship, transfer to scientific positions for the preparation of dissertations and the presentation of creative vacations;

20) adopts the regulations on the Chairman of the Academic Council and his deputies;

21) considers other issues of scientific activity of the institute in accordance with the legislation of the Republic of Uzbekistan.

The work of the Academic Council is carried out in accordance with the annual plan approved at the meeting of the Academic Council. Regular meetings of the Academic Council are held monthly, in addition, if necessary, extraordinary meetings are held.
